Quarterback Club Bylaws and Regulations

I. PURPOSE – The primary purpose of the Centerville Football Quarterback Club (QBC) is to support the organizational activities of the Centerville Middle School and High School football programs. The QBC strives to serve the vision of the Centerville High School Varsity Head Coach which includes publicly supporting the individuals within the entire football program.

A. Mission Statement: The Centerville Football Quarterback Club (QBC) feeds, provides financial support, organizes various events, and coordinates volunteer activities for the Centerville Football Program for all players, trainers, and managers in 7th–12th grade throughout the year.

  1. The QBC accomplishes these goals by conducting fundraisers, soliciting sponsorships, acquiring donations, and collecting VIP membership dues.

  2. The QBC is classified as a 501(c)3 non-profit organization operating under the umbrella of the Centerville Elks Booster Club as well as their federal tax ID number.
    a) The QBC is expected to follow guidelines in place for the Centerville Elks Booster Club, which include maintaining financial records consistent with the Centerville School District’s fiscal year which runs from June 1 through May 31.

  3. The QBC will hold at least 6 public meetings each calendar year. These meetings will be open to anyone who is considered a member of the Centerville Football Quarterback Club as defined below.

II. MEMBERSHIP – The Centerville Football Quarterback Club is open to all players, coaches, trainers, managers, cheerleaders, alumni, parents, friends, and fans of the Centerville Football program.

A. VIP Membership: Individuals within the QBC may elect to become VIP Members by paying specified membership dues which will provide additional, exclusive benefits.

  1. VIP Membership of the QBC will be in effect from January 1 to December 31 of the year in which the VIP Membership is secured.

  2. VIP Memberships may be revoked if an individual’s actions are considered detrimental to the program. For an individual’s VIP Membership to be revoked, the revocation must be approved by a majority vote of the QBC’s Executive Board.

III. EXECUTIVE BOARD – The Executive Board of the Centerville Football Quarterback Club will consist of 11 individuals. Any newly elected Executive Board Members must be approved by a majority vote of the current Executive Board members as well as the Centerville High School Varsity Head Football Coach, as described in these bylaws.

A. Executive Board Positions: The following section includes the name of each Executive Board position along with a brief description of items for which that individual is responsible.

  1. President – Oversees the Executive Board and is the primary person responsible for communicating with the Head Football Coaches for the 7th Grade, 8th Grade, Freshman, and Varsity Centerville football teams.
    a) Ensures the QBC Executive Board is able to complete their duties as defined within these bylaws.
    b) Presides over QBC meetings.
    c) Plans, manages, and coordinates the annual QBC Golf Outing.

  2. Director of Communication – Responsible for communication within the QBC, for its VIP and non-VIP members, as well as maintaining the QBC’s website and distributing various emails throughout the year.
    a) Records meeting notes and distributes them to the rest of the QBC Executive Board.
    b) Schedules and plans for QBC meetings.
    c) Works with other members of the QBC Executive Board to distribute pertinent information to the rest of the QBC.
    d) Regularly updates the Centerville Football website to ensure accurate information is being displayed and promoted.

  3. Treasurer – Responsible for maintaining the QBC’s funds and ensuring all invoices and other charges are remunerated within a reasonable amount of time.
    a) Creates and maintains the QBC’s annual budget.
    b) Maintains and balances the QBC’s checkbook.
    c) Collaborates with the Centerville Elks Booster Club to complete the 990 tax forms at the end of the fiscal year (by June 30).
    d) Works with the Centerville High School Varsity Head Coach to ensure all invoices relating to team apparel and equipment obtained from various vendors are paid in a timely manner.

  4. Director of Gameday Operations – Responsible for ensuring any activities or events that occur before, during, or after the Centerville Middle or High School football games are planned and executed efficiently.
    a) Identifies and directs Class Reps to ensure they have all their respective volunteer positions filled prior to the events in which they’re needed.
    b) Helps plan and coordinate all QBC tailgates.
    c) Helps plan and coordinate the Senior Dinner.
    d) Helps plan and coordinate the Senior gifts at the end of the season.

  5. Director of Business Development – Responsible for fundraising, marketing, and creating new opportunities to fund the activities of the QBC.
    a) Oversees the fundraising efforts for the entire Centerville Middle and High School football programs.
    b) Creates, establishes, and tracks fundraising opportunities for the entire organization.
    c) Helps secure sponsorships for the entire organization.
    d) Collaborates with outside vendors and other organizations to create mutually beneficial opportunities including signage at the stadium, ads in programs, and other opportunities to support the QBC’s mission.

  6. Director of Special Events – Responsible for overseeing the planning, implementation, and execution of the QBC’s special events throughout the year.
    a) Communicates with any committee chairs to ensure they have everything they need for special events.
    b) Coordinates with any outside vendors to secure their services for special events.
    c) Collaborates with the rest of the QBC Executive Board to ensure details surrounding special events are shared with the public and volunteers are secured.

  7. Director of Cuisine – Responsible for ensuring there are plans in place to feed the Centerville Middle and High School football teams at various points throughout the season.
    a) Plans and coordinates any team meals by working with various establishments to try to keep costs at a minimum.
    b) Determines how many volunteers are needed to help set up, clean up, and serve each team meal.
    c) Works with the Centerville Middle and High School football coaches to ensure the team meals are scheduled around team activities.

  8. Director of Concessions – Responsible for the operation of the concession stand during Middle School, Freshman, and Junior Varsity home football games, as well as other special events that require concessions.
    a) Oversees any concessions committees and volunteers to ensure the concession stand is opened on time.
    b) Ensures all food being sold is prepared in accordance with local health department regulations.
    c) Works with various vendors and establishments to procure items to sell at the concession stand that will generate a profit for the QBC.
    d) Ensures all funds raised during concession stand business hours are properly counted, documented, and deposited into the QBC’s account.

  9. Centerville Elks Booster Representative – Responsible for ensuring the QBC is operating in accordance with the policies and regulations put in place by the Centerville Elks Booster Club.
    a) Attends Centerville Elks Booster Club meetings and speaks on behalf of the QBC regarding any issues that are relevant to the Centerville Middle and High School football programs.
    b) Collaborates with the rest of the QBC Executive Board to ensure all booster-related responsibilities are fulfilled.
    c) Provides updates at QBC meetings to keep all QBC members informed about any issues, events, or other news regarding the Centerville Athletics Department.

  10. Director of Apparel – Responsible for helping to design, order, and distribute any apparel purchased by the QBC.
    a) Collaborates with the Centerville Middle and High School football coaches to design and select various items of apparel for the players and coaches.
    b) Collaborates with the rest of the QBC Executive Board to design and select various items of apparel for the members of the QBC.
    c) Ensures invoices from apparel vendors are properly remunerated within a reasonable amount of time.

  11. Director of Social Media – Responsible for the proper execution of social media posts, videos, and other activities.
    a) Collaborates with any student content creators to help create content that is entertaining and streamlined to benefit the Centerville Middle and High School football programs.
    b) Engages with audiences on social media in a professional and respectful manner.
    c) Utilizes the QBC’s social networks to promote vendors, sponsors, and other organizations affiliated with the QBC and Centerville football programs.
    d) Creates and maintains Sign Up Genius or other platforms used to obtain and track volunteers.

B. QBC Executive Board Member Appointment: The following section describes the protocol for selecting and removing members of the Centerville Quarterback Club Executive Board.

  1. Selecting QBC Executive Board Members – Voting for new QBC Executive Board members will take place at the final public meeting of the calendar year.
    a) To become a QBC Executive Board member an individual must be nominated (either by themselves or a third party) prior to the final public meeting of the calendar year.
    (1) Nominees should be individuals who have proven they are committed to the Centerville Football program by previously actively participating in a manner which is consistent with the QBC’s Purpose and Mission Statement as defined in these bylaws.
    (2) Nominations should be finalized before a pre-determined date which allows an adequate amount of time for the existing QBC Executive Board to properly vet and/or interview potential candidates.
    b) To become a QBC Executive Board member, an individual must receive a majority of the eligible votes at the final public meeting of the year.
    c) To be eligible to vote, a QBC member must have been present for at least half of the public meetings that were held that year, prior to the final public meeting at which the vote takes place.
    d) If the vote to elect a new QBC Executive Board member results in a tie, the Centerville Varsity Head Football Coach will vote to break the tie.
    e) Any newly elected QBC Executive Board members must be approved by the Centerville Varsity Head Football Coach prior to officially joining the QBC Executive Board on January 1 of the following calendar year.

  2. Removing A Current QBC Executive Board Member – QBC Executive Board members may be considered for removal if they conduct themselves in a manner that could be considered detrimental to the Centerville Football Quarterback Club, the Centerville Elks Booster Club, the Centerville Football program, or the Centerville Athletics Department.
    a) Any current QBC Executive Board member may nominate another QBC Executive Board member for removal.
    b) If a current QBC Executive Board member is nominated for removal, a two-thirds vote by the other members of the QBC Executive Board in support of removal must be passed.
    c) Prior to being removed from the QBC Executive Board, the Centerville Varsity Head Football Coach must agree the individual should be removed from the QBC Executive Board after a two-thirds vote in support of removal is passed.
    (1) If the current Centerville Varsity Head Coach and Centerville High School Athletics Director agree that a member of the QBC Executive Board should be removed, a two-thirds vote from the QBC Executive Board is not needed.
    d) If a current QBC Executive Board member is removed, they will have one week following a successful vote of removal to return any QBC or Centerville Football property to the Centerville Quarterback Club President or could face any potential disciplinary action, up to and including legal charges being filed with the local authorities.

IV. CENTERVILLE FOOTBALL QUARTERBACK CLUB BYLAWS  – Alterations, additions, or corrections made to the bylaws contained within this document must be approved by a majority vote of the current QBC Executive Board. These changes will be implemented at the beginning of the following calendar year unless an immediate change is deemed absolutely necessary by the QBC Executive Board.
